What Do Partners Commit to in the Bumble Bee CBA?
By enrolling, partners commit to selecting and implementing conservation actions that support bumble bee habitat recovery while following the terms of the agreement, which includes:
- Implement conservation measures to sustain, enhance, and restore bumble bee habitat.
- Track and report compliance by documenting conservation acres and submitting annual reports. to the Program Administrator.
- Conduct habitat monitoring to verify that habitats managed are providing suitable bumble bee habitat and to inform adaptive management.
- Prepare an implementation plan within one year of enrollment. Partners must provide an implementation plan outlining internal roles and responsibilities, and how conservation measures, tracking, and monitoring will be carried out under the program.
- Comply with applicable laws and regulations relevant to the agreement and Certificate of Inclusion.
- Support the conservation agreement program through annual fees that cover administration, reporting, and technical assistance.
Already enrolled in the Monarch CCAA?
Great news! Many commitments under the Monarch CCAA align with the Bumble Bee CBA, simplifying implementation and enhancing conservation and regulatory benefits. Organizations that dually enroll receive discounted administrative costs.

How will this Agreement relate to the Monarch CCAA?
Both agreements are focused on maximizing conservation while minimizing administrative burden. The Bumble Bee CBA is designed to mirror much of the Monarch CCAA’s implementation framework. This alignment makes it easier for partners to participate in both programs while delivering greater conservation benefits for bumble bees, monarch butterflies, and other species.
Table 1. Benefits of dual-enrollment in the Monarch CCAA and Bumble Bee CBA.
| Benefit | Monarch CCAA | Bumble Bee CBA | Dual Enrollment |
| Minimized operational costs | Promotes targeted use of vegetation management to conserve habitat, plus save time and cost. | Similar to Monarch CCAA, but also recognizes other operational actions as supporting conservation. | Aligned requirements with operational practices minimize additive costs. |
| Permit coverage | One species found in grassland habitats. | Up to 11 different species found in grasslands, shrublands, and forests. | Up to 12 species. |
| Reduced regulatory risk | Permit coverage, regulatory assurances, streamlined Section 7 consultations for monarchs | Similar to Monarch CCAA, but for up to 11 different species. | Permit coverage, regulatory assurances, streamlined consultations, plus industry-agency partnership. |
| Conservation benefits | Conservation for monarch butterflies. | Conservation for up to 11 different species of bumble bees. | Aligned conservation for 12 species, with possible future additions. |
| Documented conservation contributions | Documented through tracking, monitoring, and reporting. | Similar to Monarch CCAA. | Aligned tracking, monitoring, and reporting to minimize administrative work. |
| Reduced administrative fee costs | Costs vary depending on enrollment and conservation delivered. | Similar to Monarch CCAA. | Save up to 30% on combined administrative fees through dual enrollment. |
| Adaptability | Enrollment is only allowed up until an effective listing date. | Enrollment is allowed at any time before or after a listing. | Maximum flexibility to enroll, add, remove, and change enrollment. |
