The CCAA Advisory Committee supports the implementation of the Nationwide Candidate Conservation Agreement for Monarch Butterfly on Energy and Transportation Lands (the Agreement). It provides collaborative support to the Programmatic Administrator, who is primarily responsible for implementing the Agreement and making decisions. The Committee’s tasks include reviewing and advising on modifications or amendments to the Agreement, overseeing and approving its own work, and supporting the Programmatic Administrator with decisions, public relations, and communications.
The committee consists of members representing energy and transportation sector Partners. Initial membership is open to the first twelve (12) enrolling Partners, with six (6) seats maintained for each sector. Once the six sector-specific seats are filled, no other Partners from that sector may join the Advisory Committee except through voting rules and conditions outlined in the bylaws. The Advisory Committee will contain several permanent non-voting members, including the Programmatic Administrator and a representative from the U.S. Fish and Wildlife Service.
The roles of the chair and vice-chair include:
- Scheduling and facilitating Advisory Committee meetings
- Reporting status and updates to Advisory Committee
- Broadly representing sector/technical team interests/concerns, or as otherwise requested
- Helping to elevate team member concerns and build consensus across the team

Chair
Eric Johnson, Evergy
Eric Johnson is a Sr. Environmental Consultant for Evergy and has over 20 years of experience working on wildlife conservation and energy related issues in the Great Plains. Prior to Evergy, Eric served as Section Chief for the Kansas Department of Wildlife and Parks where he managed a team of ecologists responsible for assessing and permitting development projects; including new bridge and highway construction, commercial development, and energy related projects. At Evergy, Eric is responsible for management and implementation of the company’s Wildlife Conservation and Compliance Programs involving Avian Protection, Habitat Conservation, and Threatened & Endangered Species agreements such as the Monarch CCAA.
Vice-Chair
Amy Golden, Virginia Department of Transportation (VDOT)
Amy Golden is presently VDOT’s Land Stewardship Program Manager in the Office of Transportation Sustainability. Her current job duties include working with a diverse group of natural resource planners and practitioners to maximize compatible land uses and resources in VDOT’s right-of-way, including aquatic and terrestrial habitat corridors and pollinator habitat. Ms. Golden joined VDOT in 2017 as the Biological Resources Manager and was responsible for providing district project support and streamlining endangered species review procedures with state and federal natural resource agencies. Prior to moving to Richmond, she lived in northern California for 15 years working for the Department of Transportation, the California Energy Commission, and private environmental consulting firms leading similar endangered species project permitting efforts.
